Hanoi & HCMC to Deliver 7,500+ Social Housing Units in 2025
As part of Vietnam’s national plan to build 1 million social housing units by 2030, Hanoi and Ho Chi Minh City (HCMC) have been assigned targets to complete 4,670 and 2,900 units, respectively, in 2025.
Despite these ambitious goals, progress has been slow. Over the past four years, the two cities have completed less than 21% of their initial targets. In 2024, only one new social housing project received construction approval.

Social Housing Progress in Hanoi
Hanoi has accelerated development, launching three new social housing projects in the past three months, adding over 2,000 units in Đông Anh and Thanh Trì districts.
Thăng Long Green City (Kim Chung, Đông Anh)
- 1,100 apartments in three 12-story buildings
- Estimated price: 18.4 million VND/m² ($725/m²)
- Part of a larger urban development project
These efforts mark a positive step toward closing the affordable housing gap in the capital.
Social Housing Development in HCMC
HCMC aims to build over 11 million square meters of new housing in 2025, yet progress remains behind schedule, with only 72% of the required space completed.
Key challenges include:
- Slow project approvals
- Limited access to government-subsidized housing loans
- High construction costs and limited land supply
The city must accelerate construction to meet its targets.
Financial Support & Government Strategies
Vietnam’s social housing loan program has faced funding limitations, with only 16 projects receiving support, totaling 4.2 trillion VND ($170 million) in committed loans, while actual disbursement remains at 1.7 trillion VND ($69 million).
To address these issues, Prime Minister Phạm Minh Chính has instructed the Ministry of Construction to:
- Host a national conference to boost social housing development
- Expand loan programs for developers and buyers
- Streamline administrative processes for faster project approvals
