On March 12, Vietnam and Singapore officially upgraded their bilateral relationship to a Comprehensive Strategic Partnership (CSP)āthe highest level of diplomatic relationsāduring talks between Vietnamese General Secretary TĆ“ LĆ¢m and Singaporean Prime Minister Lawrence Wong in Singapore.
