Three TOD Hubs Set to Launch Along Metro Line 2
Transit-Oriented Development (TOD) is gaining momentum in Ho Chi Minh City as local authorities accelerate efforts to create high-density, mixed-use urban areas linked to major transport lines. This year, the city plans to kick off three TOD projects near Metro Line 2 (Bįŗæn ThĆ nh ā Tham Lʰʔng), located across District 10, Tan Binh, and Tan Phu. These hubs are designed to maximize land use efficiency, improve public transport connectivity, and stimulate economic activity around metro stations.
Tan Binh: From Sports Complex to Urban Center

Tan Binh District is leading the way with the redevelopment of a 5-hectare plot at 446ā448 Hoang Van Thu Street, currently home to the Tan Binh Exhibition and Sports Center. As this site is state-owned and does not require land clearance, itās ready for immediate redevelopment.
Planned as a multi-functional TOD zone, the site will feature a commercial center, sports and cultural facilities, and an underground parking garage that links directly to Metro Lines 2 and 5. This project is expected to serve as a major transportation hub and urban amenity for western Ho Chi Minh City
District 10 and Tan Binh: Joint TOD Initiative at Zone C30
A second TOD project is planned for C30, a 41-hectare area straddling District 10 and Tan Binh, approximately 900 meters from Le Thi Rieng Park Station on Metro Line 2. Presently used as a parking lot and commercial nursery space, the area will be converted into a mixed-use residential and commercial zone. It aims to provide much-needed urban housing while boosting transit ridership and local business growth.
Urban Compression and Land Optimization in Tan Phu
The third project is located at Plot I/82A in Tay Thanh Ward, Tan Phu District, spanning 26 hectares. This site, composed mostly of vacant land and leased-out facilities, is slated for transformation into a compact, high-density TOD neighborhood. The plan includes mixed-use buildings and underground space utilization to fully leverage the proximity to Metro Line 2.
TOD: A Key Driver of Urban Growth and Mobility
TOD is globally recognized for its role in promoting sustainable urban growth by reducing car dependence and fostering vibrant, walkable communities. According to the Department of Construction, Ho Chi Minh City has approximately 64,000 hectares of land available for TOD development. This includes:
32,000 ha of underutilized or agricultural land
9,000 ha of industrial or convertible land
23,000 ha of existing urban areas that require redevelopment
By aligning real estate development with public transit expansion, Ho Chi Minh City aims to alleviate congestion, reduce emissions, and enhance livability across the metropolis.
