Land title holders can keep their current certificates following administrative restructuring, unless they wish to update information voluntarily.

As Vietnam pushes forward with merging provinces and adjusting administrative units, the Ministry of Natural Resources and Environment has clarified how land ownership documents will be handled in the process. A key takeaway: residents are not required to redo their land title certificates—commonly called ā€œsổ Ä‘į»ā€ā€”unless they personally choose to update them.

Existing Land Titles Remain Valid

According to the ministry’s latest guidance, people who already possess a land use right certificate (sổ Ä‘į») or a certificate of ownership for attached properties such as houses do not need to replace their documents following changes in local administrative boundaries.

Landowners can voluntarily adjust or update their land records during other administrative procedures—such as when transferring land, registering new ownership, or applying for changes in land use rights. These updates would include revisions to plot numbers, locations, and other official references.

What Changes Are Being Made?

The land administration update includes changes to:

  • Names of provinces, districts, and wards.

  • Cadastral map references.

  • Plot numbers and addresses to match the new administrative structure.

These details are being updated under Circular 10/2024, which provides specific rules on revising cadastral maps and legal land ownership documents.

For areas that border merged provinces or use different reference meridians (for map coordinates), the authorities will align cadastral data to a unified system to ensure accurate land positioning and boundaries.

What Residents Should Do

If you own land and don’t plan to make any legal changes soon, you can continue using your current certificate without issue. There is no expiration on existing documents, and they remain fully valid even after your local government’s name or boundary has changed.

However, if you are selling, dividing, or inheriting land, or if you’re applying for any change in land use or ownership rights, the new administrative details will be added to your record automatically—either on your current sổ Ä‘į» if space permits, or via a newly issued one.
